New base opening, old base closing

Hi,
The price of opening the third base is higher than the second, and the second higher than the first. Now imagine I have 1 H.Q. and 2 bases. I want to open a new base but I also want to close an old base. Is it cheaper to:

a) close 1 of the old bases first, and then open the new one;
b) open the new one first, and then close the old one.
c) doesn't matter.

Never tried, but from a purely logical standpoint, option a) should be the one to go with.

Same "never tried" as previous post but should be A, since when base is closed no information of it is retained and when you open the new base after the system doesn't know of the old base anymore.

a) Closing the 2nd base: $4.699.560. Opening the new base (2nd): $17.859.000

b) Opening the 3rd (and last) base: $24.407.300. Closing the 2nd base: $4.699.560 (I assume).

Therefore, option A is the good one.
