Percent of Slots Used - Statistics Page - All World Airports or Only Active?

On the Statistics Page there is a view for the Percentage of Slots Used.  It does not say what the number is, and I don't care to page through the whole list, but would like to know if the list is of all the airports in the game world, or only those airports that have routes linked to them (i.e. have traffic from one of the game airlines)?

You're contradicting yourself

The list is for all airports in the game world

And only airports that have routes linked to them, have their slots taken by airlines. Otherwise, the airports have 0% of slots used, and 0 pax travelling there

It's all the airports in the gameworld, but cuts off at some point, maybe 3 or 400 from memory. Anything less busy than that won't appear.

*edit* just looked, all 4 airport stats show the top 401 only.
