Does anyone know why it automatically over staffs personel? Even if i fire people then turn automatic hireing back on it hires more people then what is says I need.

It's telling you that's what you need. If you fire people, you bring down your morale percentages, and that's not so good. Let it automatically hire what it thinks you should have. Always worked for me. I NEVER do any firing. If you're trying to save money, find another way. I am overstaffed on some ground personnel like customer service, ground handling, and techs. It helps me reduce turnaround times to a good point.

Automatic hire would overstaff in some situations like opening new base or in some cases when you move aircrafts around. If you still expand fast enough you can ignore, otherwise just fire them in small batches to manage your CI hit carefully.
