Can't Do Multiple Hedges

When I try to hedge more than once, I get this message. Error: You already have an active contract at this airport.
This is only the second 10% hedge I have hedged. Is this a bug, or a change to the system?

Edit: I figured out that it will let me do more than one hedge if I do different percentages each time.
