Fuel stops

If the technical layover stops function like layover flights (I am assuming this is correct), is there a reason you cannot fly to a bigger airport that would have the demand for an international flight per say? I can not fly into say Atlanta and than fly, to say Los Angeles from my hub. Is there a reason for this? Considering airlines do this it seems all the time to try and gain more market share at an airport or catch up on a flight that they want to offer. Or is this because many airlines have a hub set up at a main airport already so they would not have to do this? Thanks

technical layovers or refuelling stops only refuel the plane. You used to be able to flu a-b-c-b-a flights previously.
