Inflated prices for used a/c within alliance?

I know there have been problems in the past with alliance members transferring cash by selling a/c at ridiculously cheap or expensive prices but I didn't know an actual rule had been built into the game.  I just came up against the error message for the first time:

Error: The system has detected that you are trying to purchase an aircraft that is sold by your fellow alliance member and that the aircraft is being sold with a price exceeding the aircraft value by a large margin. This way of transferring money by shuffling aircraft can be considered cheating and is not allowed.

If you feel this is an error, please contact the administration with details. Please try again.

The aircraft in question was a brand new a/c (A340) that is VERY hard to come by on the used market, if not impossible.  I was only trying to buy it for 15% above value which is quite normal.  This is what we'd agreed in advance as the seller had to take a hit by changing the order to my required spec. AND because he could have sold it for a LOT MORE to a non-alliance member. A lot of the most sought-after aircraft sold by brokers are often 20% above market value anyway, so why is a 15% margin considered cheating?

Fair enough is this is the rule, and there DOES need to be a rule, but, for future info - what is the actual limit please?  I think it should be at least 20%.

Just to confirm we are both multi-billion dollar airlines and this is a one time transfer (seeing as I myself am not going to be using A330/340 and my colleague needs help replacing his DC-10s).
