Number of aircraft permitted at 2nd/3rd bases etc.

Is the number of aircraft at the 2nd and 3rd base always restricted to 100? If this is not the case, what needs to be done to allow an increase in aircraft at your other bases?

so what happens if i have 100 planes already, but another 50 on order to the hub... is there gonna be additional extra pay to get more aircraft in the hubs ? 100 it's kinda low...

You can have 1000 or more if you like but you can schedule max 100 per base.
