japan airport base problem

it seems odd that someone whose HQ is based in Tokyo Haneda, is allowed to open another base in Tokyo Narita, while i'm not allowed to open a base airport in Tokyo Haneda. arent both Haneda and Narita considered as top busiest airport ?

Unfortunately Haneda is busier, as you can see from the demand bar below.  Narita is not as busy, as can also been seen in reality in this link
