Open new base - question about size of fleet

Hi folks!

I am thinking about opening a new base. Concerning the page "base airports" 15 A/C and 18 months of service are necessary. I wonder if all A/C need to be actually in schedule to open the new base, or if it is possible to have some aircraft in stock to use them for the new base once it has been opened.

You must send three aircraft when you open the base to keep it open and the rest can be re-based to that new base as you receive them.
