Average Morale Miscalculation cause me a high unmotivated staff.?

Beside low salary, what else can cause unmotivated staff canceling?
The unmotivated staff canceling have been high, then I raise their salary to recommended rate.
Now, my staff morale is between 93-100% But the average moral is surprisingly at 87%. Anything wrong with the calculation? Anyway there are 2 staff group that don't hire because the company is not required and their morale = 0.
Do the software bring the 0% morale of those 2 staff groups to calculate the average morale that effect to unmotivated staff canceling?

Is there any other factor that can cause unmotivated staff canceling?

The recommended rate will always change. Use auto-staff  . Less micro-financing, a bit more money wasted but it's nothing compared to the benefits you get.

I feel strange with my staff morale that related to unmotivated staff flight cancel.
-All my department has 95-100 morale
-Every department wage are paid at suggested rate.
-But I've got 87% average morale. Why do they include not existed department to calculate average morale?
-I've got 55 unmotivated staff flight cancel a week. Does my miscalculate 87% average moral cause this high canceling?
-I try fire exceed staff to be at 100% staff. But it can not help this problem.
-What else can cause this high unmotivated staff canceling?

Just use auto-staff. And it's shocking how you got 90-100 on them, you must pay a lot more than me  . My average morale is 79. I have 0% cancellations or delays from unmotivated staff. Firing them causes increased unmotivated staff.

Solution? AUTO-STAFF! It costs less than what you are doing at this moment...

I'm auto-staff always, except when I fire staff and forget to reset the airline to be auto-staff.
I've fire staff for many game months but unmotivated staff have never decline.

That's exactly the reason for unmotivated staff.....
