Fuel cost varies: Is there a list?

On the fuel price detail page, it says this: "This is the average cost of fuel worldwide, and the actual cost for you varies according to location (country and airport size)."

Is there somewhere where this is denoted? I'd like to know the countries with the lowest fuel cost.

I can go research this as easily as the next guy, but if there is a list Sami, I would like to see it. It'll make a difference the next time I relocate my airline.

There is no list, and I sincerely doubt there's enough variance between the price at varying locations to really justify moving your airline headquarters because of it.  Frankly I doubt there even is a price variance as it seems needlessly complicated for something that doesn't even exist in the real-world in the manner described on that page.  It would be infinitely easier and more realistic (in the face of a lack of fuel contracts) to just charge everyone the same price.

I probably mistyped that: I wouldn't relocate just for that, but if I could find a low-tax, low-relative fuel price, high passenger locale, that seems worth knowing about.
