Not sure if this is intentional or not, but when opening a new airline, there's no change to the old system and cargo ops are not proposed as a possible filter.
Would be nice to have some suggestions for cargo as well, even though its tougher to start as cargo-only and the number of interesting airports (especially in the early games) is much more limited.
