Title: Maximum number of AC based outside HQ

Does this number increase in proportion to the number of base airports you have?  Eg, are you able to base more AC outside of your HQ if you have 6 airports as opposed to 3?

No, the number depends on the year.  Every year, it goes up by an increment.
