Buying them is only way really. But they are pretty low cost.

Not Brazil, but Mexico here. Minimum wage is about $0.50 USD per hour approx (will be increased a bit next year iirc). Average salary is somewhere around $300 USD if I am not mistaken. Only very few people actually have computers. Most prefer to have phones or tablets. They are more versatile/flexible and can be taken everywhere and are cheaper to get. If those people ever need a computer for homework, research something or print something, they go to a copy shop.
I assume the same is true for Brazil.

A really good PC, more than $3000 USD.
Minimum wage: $200 USD/month.
What "help" us here are the forms of financing. There are things you can pay back within 60 months.
But in theory, it's not so easy to live in Brazil.
As the pandemic left me unemployed, I can't play anymore as it's an extra expense for me. :-\
