What is it that triggers airport to expand?
In History and Future, there is (that I know...) no airport that have expand from a 9 to a 10 yet. But there are plenty 9´s that have almost no slots left... What will be needed to expand the last time to a 10?
I sent Sami a message last night about Gary in HaF as it is stuck at infra 1 in spite of being traffic 3 and being #30 on the list of most slots used. He said in another form post that there are 15 buckets that airports are in for being eligible to expand. I did a search and there are several pages of infra1 and traffic3 airports that are stuck. There are also a couple other airports in the top 50 most slots used that are infra 1 or 2.
In future games there will be more airports starting at infra2 rather than infra1...

Then, the issue in HaF is that the game started with the old slot system and moved mid-game to the new one, taking the worst aspects of both. So for example, ATL will never receive any new slots. Just have to wait for a BK. Contact Mort for details, he's the lead protester on that one.
And for the fact that no airport is at infra level 10, it's because of the year. Upper levels are unlocked only at a given time.
Scratching my head on this now. I don't think I've ever seen an airport where traffic is 3 ticks behind infra level and doing an airport search shows zero other airports. Gary is also ranked #15 on most daytime slots used and rising. The catchment radius has expanded properly...just can't seem to get infra to expand.
