On a route with passenger limits, how are tickets sold?

Does it sell first class first, business class then Y or is it random?

There is same percentage of each class seats available.
Expample:
AC conf:
80Y 10C 10F =100pax
limited to 90pax (=90% of max pax)
Available seats:
72Y 9C 9F
