What is maximum number of aircraft in operation outside HQ?

Is it 600?

It's been changed to 1000 a few months ago.

Not exactly 1000.

The limit is now calculated by a function which can set the outside hq limit according to the game year. It is supposed to reach 600 by 2015 or so, and grows to 1000 by the game end... but in any date earlier to that the limit is always lower. Check the "Base Airports" page of your game world to know the actual limit.
