Does cargo increase the fuel cost? Is it better to operate an only passanger airline if the cargo LF is very small?

Fuel use is affected only by cargo you actually carry. And the revenue for that cargo FAR exceeds the extra cost for fuel. So there is no reason to ever block cargo if there is any cargo demand.
