Trying to move medium pilots from GUM to SFO.
Clicked the rebalance button but it say all my base have 100%+ staff so there are no need to rebalance.
Tried to click the retrain button but it only allow me to retrain my pilots to other bases, no moving without retraining.
It can't be done proactively. You have to schedule the flights and then click rebalance.
For some reason i can't retrain pilots to certain bases, let's say i have a large pilot based in Oakland, and i want him as a medium pilot in San Jose the game simply doesn't allow me to retrain him to that base since it's greyed out for some reason :-\
You have to retrain them at Oakland first and then click balance staff between bases. You can only rebalance staff when you actually have less that required at that base.
