Title: situation about Cook Islands with respect to airwaysim.

Cook Islands is a self-governing territory that recognised by many as a country of itself with its own diplomacy and etc., and is also considered aas such in AWS, but it is also part of the realms of new zealand and also in a free association relationship with new zealand. So for the purpose of AWS, how should the relationship between cook islands and new zealand be presented?
- Shall AKL-RAR be considered as a international flight?
- Shall New Zealand airlines have the right to open base at RAR? And reverse?

- Seems like in reality, AKL-RAR is indeed international.
