Will passengers only take direct flights or if there is none or no available seats will they fly via a another airport?

This I think is the biggest change needed. For an airline to only be allowed to operate on a hub and spoke, passengers need to be able to transition to connecting flights and alternate destinations, increasing the demand for high destination airlines.
