I have 3 used boeings on order and went to order a few Embraer aircraft and it says your personnel is busy arranging the delivery of the aircraft you have already ordered today or in the past few days. I ordered 5 Game days ago and still can't lease any more planes.
Why?
Like the message says, you can only order a certain amount of used aircraft in a certain time. (The limit is 2 per day and 3 per week; whichever comes first)
