My brother is interested in setting up his own game here with his own account.
Is it against the rules in any way if he was to set up his own airline in a game world i am in and was to lease or buy aircraft from me?
Just would like to give him a good starting chance is all.
As stated above the two of us will be using the same computer as it's a shared house computer is this allowed either?

I think you need to seek special permission from Sami for that. And if it is not allowed for anti-cheat measures then get a cheap Windows tablet for under $100 from China.

Multiple accounts per household generally is not allowed. You need to seek special permission from sami
System will detect any lease/buy aircraft from accounts with same IP, and block it. So, for fair play measures, you're not allowed that either
