Average Fuel Burn Per Passenger seems like a rather useless stat - rather than telling anything about fuel efficiency, all it tells about is average flight length.
I'd suggest Average Fuel Burn Per RPK as a statistic that will provide more insight into the fuel efficiency of various airlines.

Per rpk is just as meaningless as it will be skewed by length of flight as well.

It will be skewed by the length of the flight, but I think far less than fuel per pax.
