A question...

I have 100% staffing levels or better on all staffing categories (for both of my bases) and 100% staff morale in all staffing categories. Why do I suffer lack of staff delays? And how can I work to alleviate the problem?

You can not avoid staff delays as it is a part of the built-in matrix of the game.
The best you can do is to not cause staff delays (additional) by having morale, staff levels, etc at 100% which you have done.

Staff delay reasons even when at 100% -
calls in sick
stuck in traffic
little Johnny needs to go to doctor
Pilot is drunk again
etc
