Just an ordinary go around due to traffic on runway. How could this be missed by the pilots approaching... unless they close their eyes at decision height.

Not a near miss at all. It's the same as with Michael Jackson's 'baby dangling incident' that wasn't one, the perception is skewed by the camera angle. Even if the 767 had proceeded with it's landing instead of going around, the Aerolineas plane would have had vacated the runway for quite some time, there would have been no collision.
However, it's still not acceptable. Either the pilot crossed the runway without clearance, or the controller was sleeping and not aware of all his traffic. Both not exactly charming things to happen.
/e you can in the footage of the later landing how long it still takes the plane after touching down to reach the point where the Airbus crossed. Not close to a catastrophe, but definitely too close for comfort.
It shouldn't have happened. Period. Somebody made a mistake and although this might not have been a close one, had the A340 crossed a few moments later or had the 767 been a few seconds earlier, it would have been a close call.
From what I know, only 1 airplane can be given permission to use the runway. So either the 767 was cleared to land OR the A340 was cleared to cross. It can't be both right?
