I don't recall seeing this anywhere, but is it possible? More specifically, can I make a base into my HQ (ie swap) without losing routes from either airport.
There is no way you can swap HQ´s and bases.You will always have to keep a given minimum of aircraft at HQ and can´t move more than 100 planes to a base.
