I keep seeing a percentage of delays attributed to 'lack of staff' and was wondering if this is a random event, like weather and traffic restrictions (staff pulling sickies, perhaps), given my staff levels are 100% with ave 72% morale.
Perhaps a seperate issue, but does increasing staff over 100%, maybe in customer services, provide any benefit?

Leave your staffing at 100%, it makes no difference. Unless you want to up morale faster, then you can add staff. The problem with that though is once you reach 100%, you have more staff (more costs) than you need. So I'd just leave it as long as the morale is going up at the moment.
"Lack of staff" delays are just another type of random delay, like you said, sickies, staff off on training etc. No different to weather or aircraft issues. Delays need to be built into the system, it just picks the type of delay from the available types.
Of course, having any of the available categories too low (poor maintenance, REALLY low morale etc) will then generate "non-random" delays related specifically to that metric. But you'd know if it was becuase of that.
