Title: Opening a New Base

I'm running Honok in Beginners' World at Munich, and it has been in operation for a few years already.  I was notified that West & East Germany reunified on Oct 3, 90 and Germany becomes part of the EU.  But when I try to set up a new base, I was told that I could do so only in Germany.  So, what's the requirement to set up a new base in another EU country?

That's strange, from the 'news' section, I learned that Germany is now part of EU, but on the screen of opening base, and in the base airport restriction section, I don't see that Germany is part of EU.

To open up a base in the EU, the open skies needs to be enacted first as it states in the manual.

'EU basing in foreign countries (cabotage) is available only after EU liberated the air traffic in 1997.'
