Title: Does performing C check on an aircraft in fleet not flown

Does performing a C check on an aircraft in a fleet group with no flights scheduled make that fleet count for fleet commonality calculation?

The only requirement now is that the plane has routes scheduled, then it counts.

...I think.

Looks like it works as intended.  I waited for the next day, to make sure, and it looks like the fleet commonality charges remain the same.
