If I put Premium Economy on an aircraft and a competitor has normal economy, will I get a better LF?

Yes and No. You will get a better load factor because you have less seats but maybe not a better profit as you cannot charge much more than the default price. I suggest you will do better staying with standard economy and putting in a business class option.
I have found that it makes no difference.
I would recommend that you remember that load factor isn't really what you should be concerned about. Ultimately you should look for seats sold, and I have noticed that while your load factor does increase, the number of seats sold stays around the same.

Or, even more likely, the number of seats sold goes down...
Anyway, revenue will be the same or even lower.
