Hi! :-) Is there any difference between having one general marketing campaign with newspapers+billboards+radio+tv+internet and having two, one with newspaper+billboards+internet and one with radio+tv?
Absolutely no difference at all.
What matters with Marketing expense, and how quickly you get CI, is a matter of the dollars you spend, not however you get them. 1 campaign or 5 campaigns, TV or billboards, none of it matters as long as the dollars you are spending are the same.

Hum, then I wonder what the effect is if you "double" a campaign...
I usually have a permanent worldwide Internet Campaign (cheap and efficient), and an additionnal regional campaign. I usually do not add "internet" on regioanl level since it is already handled by worldwide campaign. But would it be useful to add it ? Would the regional internet campaign "double" the effect on CI ?

As said earlier, only the amount of USD is important. Increasing the amount will increase the CI. 1 USD regional will have the same effect as 1 USD world wide
