Nope. And it doesn't do much anyway. Route-Specific Marketing is a complete waste of cash.
General Marketing is very important, however, and if you plan to compete with any other airlines make sure your Company Image (affected by General Marketing) is over 50.

In my experience, route specific marketing contributes to the overall marketing expenditures... so it also increases CI. It does not, however, do very much for that specific RI that it is applied to (at least not compared to simply flying the route). So there's no benefit of RI over CI... but you can do RI to receive similar benefits as CI (but then why not just do CI)?
