it seems odd that someone whose HQ is based in Tokyo Haneda, is allowed to open another base in Tokyo Narita, while i'm not allowed to open a base airport in Tokyo Haneda. arent both Haneda and Narita considered as top busiest airport ?
Unfortunately Haneda is busier, as you can see from the demand bar below. Narita is not as busy, as can also been seen in reality in this link :)
