When can you actually create an base airport outside of your home country? In Europe?

EU (only if your HQ is in the EU), and the US territories (if your HQ is in the US) are modeled.  But I think that's it, at least for now.

Unless you are based in the EU you can NOT hub in the EU.

If you are in EU, can you open a base in British or French overseas territories?

Well Hong Kong is out because it is in top 20. 

What other possession would you consider? 

Also, it is not just in EU.  It has to be a part of the openskies agreement there as well.

It is just out of curiosity - I was using Tahiti as a refueling stop, and was wondering if a French (or EU based) airline can open a base there.

If we, at some point, have passenger connections, some of the British and French overseas territories could be used as a base to sneak into North American market.
