Freight Only?

How does the freight modelling work , I can't seem to find much about it, so i see current demand and potential demand so if i had a 747/8 freighter but a route only has say 3000kg of cargo as current demand but potential demand is 500,000 kg of cargo how does this work if you want to have some route as freight only? Does the cargo demand increase as the RI increases?
