aircraft outside HQ

I am getting message that now no more aircrafts can be scheduled on bases since 685 is the limit . So does that mean my game is over since i already have 154 aircraft on order and many more to be lined up my HQ slots are also almost full  . So does that mean my game is over ?? or will this limit be removed ??
