Staff Morale

Hi Guys,

I never paid attention to the staff page at the beginning of a game world so I was surprised to see my staff morale at around 64% across the board. Is that normal?
Sorry if this is an old and tired topic ...

usually at the start of the game, morale is low and climbs to 100. Make sure you have 100% staffing..

There is some cut off.  50 or 60, below which it has significant effect on punctuality.  And above the cut off, it is not a problem at all.
