Back when submitting info on existing/missing airports was active, I noted that the city center airport in downtown Toronto had a ban on jet aircraft and was told to submit a bug report on that as it was not an option to suggest on the airport info submitting page.

On the document, Section A, it states under page 11, Special Conditions, Section 14, D, that jet aircraft are not allowed to operate there unless under certain (non-airwaysim) conditions. The same section hints that expanding the airport is difficult (not impossible as they did something minor back in 2015 ish, adding a pedestrian tunnel). The document/lease states that it is to start on July 1st, 1983 and hints at an end date on page 43, June 30th 2033.

It's not possible to categorically limit all jet aircraft.

The system supports allowed aircraft types by size group and by fleet group. So some combination of these might work, not sure. (but allowing all props one-by-one is prone to too many errors so it's not preferred way to go)
