What year is the EU formed and what happens to base airports?

Hi,
Can anyone help me with the following information?

1. What year is the EU formed?
2. How does the EU formation affect the base airports in member countries?

Any help is greatly appreciated.

Pretty sure it's July 1999 (may be wrong, though). And basically any airline from any EU member state can open bases in every other EU member state.

Not all countries that are presently in the EU were members right off the bat though, and I'm pretty sure that was modeled within AWS
