Not a bug: The system doesn't disallow any aircraft purchases based on base/HQ size (since you might have plans to upgrade the base later on). The limits are checkeed in scheduling

There's no 2-week delay like there is in leasing an aircraft, when you could upgrade at the base. If this re-base size check wasn't there, think how many squeals there'd be about it being a bug!
