Top airports are still only infrastructure rank 3 in 2018. None of which have grown in over 10 years or more.

Sure it's ok for those airports with plenty of slots, but for those of us HQ'd in an airport that been slot constrained for 20 years and has not seen a slot drop in over 10 years, it is frustrating, and game-breaking, which is why I included this in the bug section, as the algorithms are not setting the airports to the desired levels by the desired year ranges, even though all the prerequisites (traffic, slot constraints, etc), are met.

Not a bug. System is not active / fully ready yet.

(Not sure where that quote is from but nothing of that sort has been said in the official announcements (yet).)

I misinterpreted that post then as thinking it was implemented. It was in another post (https://www.airwaysim.com/forum/index.php/topic,79241.msg471779.html#msg471779) in features regarding low infrastructure.

It's safe to say though that if you intend the new system to have infrastructure levels of the top airports at 10 during 2020-2030, then maybe some manual action is needed to adjust some infrastructure levels in GW3 since no airport has gone above level four yet?

In GW2 1956, top airports are already level 3.
In GW4 1997, top 50 airports are level 5.
In GW3 2018, top airports only level 4.

Obviously the major difference between these worlds is that GW3 is a shorter timescale, but all the more reason for infrastructure to rise faster.
