Currently, an airline gets a slot whose price depends on demand, airport, etc. But the annoyance comes when one tries to change a slot-time. Not that it would make a big dent in the budget, but nonetheless its annoying:
- for small changes of departure time, one doesnt have to pay anything.
- for bigger changes, a new slot has to be bought completely > with the side effect of the absolutely annoying "slot unused" messages, just because one changed the schedule by an hour or two
- one could of course make a few small changes (15min intervals or something), to reduce this effect. with 7d scheduling... a nightmare.

If changing the slots at an airport, the value of the slots is compared: Lets say, one changes from 5:00 to 8:00. The 5:00 slot is valued at 5000, the 8:00 slot at 10000.
Now if the new slots are more valuable, the difference has to be paid. If the new slots are less valuable, the difference is "lost" (the airport keeps the money).

That would also remove the huge number of messages due to unused slots.

When you edit the route and change the departure time the old slot is always removed and hence does not cause any slot expiry messages.

The current cost system is good enough and no changes needed.
