In GW1, the 9/11 shut down is going on right now and "all" flights are allegedly cancelled.  However, I'm incurring about 30k of fuel expense and 70k of total expenses baesd upon what the "Route Sales revenue and Expenses" graph shows me.

Also, the load factor graphs are showing me as having load factors when that's not exactly possible with no flights flying.

Guam is open still on all days, so from there I'd guess.

Indeed. Looks like I had 1-2 routes flying those days... that'd do it.

Yes and Guam is indeed considered as its own separate country here, and not affected by the nationwide cancellations.
