Basing rights in HKG and MFM from China

It was probably discussed before, but what about basing rights for Chinese airlines in Hong Kong and Macau once they are reunited? 1997 and 1999 respectively.
Because even though they have a special status (which justifies different tax rates and flag, just like for French overseas territories or Porto Rico), they are actually parts of China.

But they also have their own government, laws, airport authority... etc.

I know for a fact that in real life, a mainland Chinese airline cannot open a base in Hong Kong or Macau. And vice versa.

So I see no reason why they should be able to do so in AWS.


(But... perhaps after 2047 and 2049 when their "one country, two systems" principle officially expire, it will be possible to do so. Maybe...)
