As the game is currently programmed the staff requirement goes up, the moment you schedule routes to an aircraft and the automatic HR bot immediately hires new people.
In my large airline in GW3 this is not a problem, but I forgot to pay attention to this in GW2 with my new startup. Whoops.

Could the system be changed so that the required staff is a reflection of what aircraft are actually in operation?
This is something I seem to fall for quite often and assume I am not the only one...

Not feasible since the whole idea of being able to pre-schedule a/c up to three weeks before their arrival is exactly that you do not need to be online at 3am to hire the staff when a/c starts flying (and / or it does not sit idle on the tarmac). And the staff calculation should follow the same.
