Unless caused by revolution/etc., in recent decades, after most of the decolonization process that are done peacefully, newly independent territories usually inherit laws from their original parent countries. As noise regulation of countries are usually part of their law, in most cases I think noise regulations should remain in place in those newly independent territory if the parental country have any noise regulation in place on the day before they are splited from it.

The noise regulation updates only the main country since I don't have any data for any others. (all of those that I have data are modelled in)
