I don't think you idea would work without passenger connectivity, and would be problematic even with passenger connectivity.

Without passenger connectivity, with current version, you can't do anything with prices to leverage your RI and CI.  Ticket prices don't really account for anything in current version.  So no one would pay for code share and make money on higher ticket price.

Also, a lot of airports run out of slots another airline money to help them grow your business, and take away slots that will not be available to you later on - nobody will really do it.

It would take a huge investment of time on Sami's part to build something at best tangential - prior to passenger connectivity.

When AWS does have passenger connectivity, it might be something to be considered, but the ticket interline between airline is way easier to implement and manage.  Code share would be a colosal nightmare for players to manage.
