Is the slot fee non-refundable and non-transferrable...?

Like if I have a slot at 7:00 at HND and current operating a flight to CTS from that time slot, if I want to shift the CTS flight to some other time and use the time slot for flight to ITM instead, does that mean I have to pay for a.) The new CTS flight slot fee, and b.) the original 7:00 slot fee, i.e.I must pay for the same slot twice? and c.) After shifting the CTS flight away from CTS, there are no guarantee for me to keep that slot before someone else picked that up?

If you cancel the first route at 0700 and "keep slots", you can then use them for a different route. Slots on the other side of the cancelled route will be lost after they are in flown.

So I have to cancel and recreate the route instead of simply panning it?

Yes. If you "Edit" the route then you'll lose the 0700 hour slot and have to rebuy it, but also have to buy the later slot in the day too.

So, two choices:
1. Cancel and keep slots for routes you need to reuse the slots on to save a couple bucks (that's generally immaterial to a large airline, but crucial to a start up).
2. YOLO, just edit and create a new route as you don't have time for the nonsense.

I think it would work much better if the slot fee can be treat as some sort of deposit or rent and either 1.when the slot is released it can be refunded, or 2. slot fee is to be charged monthly as part of the route fixed cost and once you release the slot it would stop costing money.......
