Next eastern block failure in game with noise regulation in East Germany

Most eastern block airlines used IL-18 in their fleet. But in the game it is not possible to use IL-18 in East Germany due to noise regulations (1980s). This aircraft was one of the main types in ex. the East german state airline an even used after reunification (http://www.if-interflug.de/Deutsch/Flotte/Verbleib/il18.html). When the state airline cased operation BerLine (https://en.wikipedia.org/wiki/Berline_(airline) used IL-18 until it's closure in 1994. So until at least 1994 it should be possible to use stage 1 aircrafts in Germany/East germany.

Pleas fix this failure.

Was already fixed manually for this case after reporting. (so ok for now)

But needs further investigation. (for future games)
